As an experienced EFL teacher who has used a wide range of teaching books, I can honestly say Headway is by far the worst. There really are no redeeming qualities. I was unfortunate enough to work at a school for a number of years where this was the core book. Both my colleagues and the students constantly complained about the how bad Headway is. Firstly, the Readings are mind numbingly boring and often send the students to sleep, they are invariably far too difficult for the lower levels and ridiculously easy for the higher levels. Perhaps more concerning are the Grammar points which are extremely vague and constantly confuse students. Also, the teacher's book is full of mistakes and contradictions. The only good thing about being forced to use this book, is that I had no choice but to produce a lot of my own materials which were effective in the classroom. Students almost jump for joy when they were told that they aren't using the book today. I'm just amazed that these books were even published.
If you are looking for books that can help teach, stimulate and engage students, I strongly recommend both New English File and Speakout.
