Sylvester's book is slightly dated now but its still a remarkably fair minded attempt to assess the place of Robert Lowe in educational history. Lowe introduced payment by results and is infamous for his attitudes to teachers and inspectors but Sylvester manages to get past the infamy and give a more subtle portrait of the policies Lowe carried out. He acknowledges boht success and weakness and is very balanced.
