When does the Shadow Order show up?

I spent the whole book wondering when the Shadow Order would surface, then I thought maybe it is a clever thing that you never really know they are there and then there would be some awesome twist at the end revealing their machinations all along.
I was right on the second count. To its credit, The Shadow Order isn't what I thought it would be, but the rest of the book was pretty dull. It seemed like the story was just drifting along in no particular direction. I don't like Seb, he has very little that is interesting about him, and it is obvious he is a good guy. Sparks? She was very "meh" to me. The time slowing down scenes, or fighting? You knew that Seb would always win, so what was the point?
There just seemed to be a whole bunch of random encounters that had no meaning, no bearing on each other, no relation to each other, and then suddenly you are back where you started and oh, this particular person isn't who you thought they were. Wow.
It is unfortunate because the world building is promising. Everyone hates humans because they tried to create an empire? Great stuff. Exotic aliens and crazy planets that aren't single biome? Awesome. Space flight? Woot! Scum and villainy? You bet. But the story just did not interest me because it would be generous to say there even is one.
I will not be reading any others in this series unless I run out of other books.
