I always find remix albums to be a bit hit or miss, really, and that applies to Björk's 'Bastards' as well. For me, a remix should both honour and add to the original, a balance not easily achieved.
With the source material being as strong as 'Biophilia', in my opinion Björk's finest since 'Vespertine', is a remix album really needed? Perhaps not, but some of the mixes definitely do add to the original songs: Matthew Herbert's mix of 'Mutual Core' and The Slips Remix of 'Moon' are prime examples.
All in all though, I don't see this as an essential purchase, but 'Biophilia' is. 'Bastards' is a companion piece, amd while it's not bad, it is a lesser sibling mainly of interest to fans and completists.
