Like a low budget Mad Max 2 with teenagers and CB radios

This ain't the worst film, it's enjoyable rubbish.
It doesn't get going until 50 minutes in.
I bought it because from the back cover I thought it was a b grade Mad Max 2.
There are non specific"terrorists" led by "Carlos" who has a bad scar on his face.
The best character for me was the black dude in the VW Beetle who had some good b movie lines and had 3 missiles on his car but fired about 10!
The rig seemed indestructible to bombs bullets and anything thrown at it.
The acting was ok, no real bad acting and the guy who played Charlie was likeable. There are funny bits and b movie funny bits. There is a nice blonde and a really so bad it's funny scene in a bar fight with her.
There is a nerd who can hack into military computers on a first generation Mac.
The transfer was good and the picture quality is good for a b film.
At the end there is a certain similarity with MM2 to a certain extent.
You wonder why the army didn't just transport the plutonium in a helicopter!? and why it was just kept in a warehouse with two guards!?
Overall a rubbish film but I enjoyed it after the first 50 minutes.
