Mrs Fitzherbert and the Prince Regent

In the book Brighton: A Very Peculiar History David Arscott makes the rather amazing statement that Mrs Fitzherbert and the Prince Regent had 7 children who were brought up in the village of Litlington near Brighton under the name of Payne. I have found no confirmation of this in recent biographies of Mrs Fitzherbert or on any website. Has anyone information on this subject, regarding its source, possible truth, etc?
