How much are you wanting to spend?

When you say "kit", what do you mean? Just the lens, camera and lens, or camera, lens and lights?

What are you wanting to take pictures of?

Do you want to go Canon or Nikon?

Can't tell you much about the Nikon system, although they do make very good cameras + lenses.

For a budget of 1k to 1.5k you could get yourself;

- Canon 450D body only £427.14 (500D is the current model but costs more, 450D is a solid performer)
- Canon 100mm Macro lens f2.8 £449.95 (beloved of american dentists for taking intra-oral photographs, just check the u.s. version of amazon and then the reviews for this lens, this lens is highly rated in just about every review of it)
- Canon MR-14EX ring flash £389.95 (fits to the end of the 100mm macro without the need for any adaptors, and gives good shadowless light to close up shots)

This brings you to £1267.04 a little under the 1.5k budget, if you wanted to hit 1.5k then you could also think about the Canon MT-24EX (£633.49)a much more advanced but also more costly macro flash, may be too much to learn if you just want simple photos.

This list is all for canon manufactured items, you could save probably quite a lot if you looked at say sigmas lens offering for macro (sigma 105mm £369.97) and sigmas own macro ring flash (sigma em-140 £285.46), which may all work perfectly together but there's always the risk with 3rd party gear it won't operate perfectly.
