San Francisco cops Ray Nettles (Tom Sizemore) and Fuzzy Rice (Nas) find themselves pushed to the limit when a ruthless terrorist named Swan (Dennis Hopper) starts detonating devices around the city. Their luck seems to turn when they arrest one of Swan's associates, Claire Manning (Jaime Pressly), but the bomber only threatens to set off more explosions unless she is released. With the future of San Franciso hanging in the balance, Nettles and Fuzzy must now team up with cooler-than-cool explosives expert Glass (Steven Seagal) and race to find the terrorists before the zero hour arrives.

The only redeeming feature of this film was going to be the fight scenes, so why were they shot in the dark with only close-ups of Segals face!!!?
And the end, what a load of rubbish. As if he would start having a phiosophical debate with a guy who's trying to defuse a bomb about to go off.
Absolute rubbish. I just cant believe the other reviewers gave it more than 1 star (there's not a no star option which is a pity)
Seagal is a bomb expert and is now put to the test against Dennis Hopper who is kindly planting bombs around the city.
Seagal joins forces with the cops and chases this bomber. However...suddenly out of no where the cops and Seagal move into a large building which has a bomb in it. Seagal being the bomb expert decides to hack at his oponents with his fists, showing his martial arts expertise as a bomb expert. After much poor acting and showing off Seagal walks to the top of the building. He then can't be bothered to disarm a bomb on the bottom floor. Giving instructions to a cop, Seagal tells him to disarm it which takes about 5 seconds.
All in all totally ridiculous. Seagal, a bomb expert knows martial arts, can't disarm anything and towards the end of the film starts philosophising about nothing.
So if your a Seagal fan you will definately have action and Seagal damaging more bodies than Jackie Chan.
As for the DVD its pretty pathetic with no bonus material.
Even for Seagal fans, there's no reason to buy this cheap rubbish.
