Thanks for getting in touch, the size 9 will likely be too big for your 4 year old.
I would expect a size 5/6 be a better fit. The best thing to do would be to take him/her to be fitted, any decent shoe shop should be able to do this for you.… see more

Hi there, I would always recommend to go for the bigger size, simply because when wearing wellies I tend to wear thicker socks but especially to allow room for the Hunter fleece liners.

Hi. No these don't come off. You can notice them when you're studying the boots and when you're out st night (obviously) but hardly noticeable at all during the day time when out walking :)
