Long answer: the online manual says, "The AV connectivity function basically enables connecting an AV device to any device to which a USB memory device can be connected. However, the AV connectivity device may be unable to connect to a device due to a power or compatibility problem."

So, although you may be able to connect to the Blu Ray writer to your camcorder, if the camcorder has a USB port, it may not work because of software compatibility or power issues.
Further, looking at the online manual, the only devices shown connecting to the Blu Ray writer are PCs, TVs, and tablets.

Finally, there is no card reader on the the Blu Ray writer, so you would have to use a PC or tablet to manage the burning of files from the SD card on to DVD/Blu Ray disc. If you have a PC or tablet, that is running one of the supported operating systems, this is a great little device and well worth the money. However, if you are really looking for a direct connection between camcorder and Blu Ray, or SD card and Blu Ray, I wouldn't recommend it.

I can't answer the question exactly because I have no experience with the surface pro 3. All I can say is that I plug into my PC through a USB 3 port and it works fine.

I use my Blu-ray writer to record HD (1080p) camcorder footage with the program which came with my camcorder. I have tried a bought Blu-ray video but it does not work with the camcorder software. I think it would work if you had the necessary Blu-ray player program on your computer.

I don't know about other types of camcorder but I know that it will not connect with mine. However I would have thought it unlikely as you need software to write to it.

Yes any PC running windows XP SP1 onwards will be able to use this drive, plus it comes with software for BR reading/writing g. And I have rhe same laptop as you and it works fine.
