Yes, it is strong enough, I used it this way a couple of times. If your 2nd laptop's bag has a "trolley sleeve" so that you can slide it onto the trolley's handle, you should be ok :-)

Dont know the literage but it takes my laptop along with all the documents. More important to me as I am project manager it carries the cables,power supply along with my survey kit. Really good value, the wheels and handle cope well with airports and car parks. This is a good piece of kit! Yes it does, this is how I use it, without the small laptop bag.
But be carefull dont put to much weight in the trolley, on mine the stitches are coming apart near the handle, very bad quality.
Not happy at all. I have had several trolleys over the years and this is the worst I ever had

My laptop measures 380mm X 270mm and is a snug fit in the bag. I've mesured the bag and think 420 will be too big for it, hope this helps
