I would imagine so! I used it for windows vista to windows 8 even though neither of these were the actual windows mentioned. It worked perfectly. It comes with a DVD so that if your windows 7 doesn't have the necessary programme you can load it onto your PC or laptop. My version of XP was SP3, build 2600, 32-bit. You need at least SP2 to be installed (which you can download from the MS site) in order for the transfer to be made. Open the Easy Transfer Wizard and follow the instructions. It was so easy. The download, in my case, lasted for about 2 1/2 hours. I also transferred from XP to Windows7 and as the previous answer there was no mention of Windows8 so not sure that it would work.
