Yes it is the wire heating coil, mine was the same, but a gentle shake when it warms up did the trick - Mind the hot glass!!!!!! Works perfect now and you cant see the wire. Hope that helps

Yes, I have been running it for hours at a time and it is safe. Not really safe to touch it though because it heats up, although there is a warning about it on the box and lamp.
