Sandpaper to remove the rust than filler than sandpaper for finishing( depends on a quality you want, antitrust spray(don't think you need it for the garage door:)) and paint

Isopon also manufacture a repair filler specially designed for plastic bumper repairs. The important difference is that the latter flexes with the plastic and is more suited.

No it is not. If you want a waterproof repair use fibreglass (P40 I think). P38 is a (talc?) powder and styrene resin composite and although the resin part is waterproof, the power filler part is not. Of course you could use the P38 filler and then paint over it with a waterproof primer and then topcoat.
