Kind of, but not very well. I wouldn't recommend them for getting water off anything, they're not very absorbent.

I've never tried that, but I think it might be OK if you used a water based lens cleaner. Try it on a negative that has no importance to you first.

These are dry pads - Very soft and lint free so will not scratch and will clean off dust no problem. Not sure what you can do with the damp marks though apart from re-touching the scanned image.
