I can't imagine what the 'great noontide' who assembled the artwork for this was thinking. It looks as though the entire text was output justified in narrow galleys 115 mm wide then cut up to fit the depth of 180 mm. without headings or subheads It certainly wasn't set up for print by anyone remotely connected with the printing industry.
