The West is no longer the navel of the world. Instead, the states of the Global South emerge with new self-confidence. What are their interests, motives and perspectives? No more pressing global challenges can be solved by the West alone. The Russian war of aggression against Ukraine has also changed our view of the Global South. There is wonder that Western positioning against Russia is not shared in states such as India or South Africa. The Global South has long since become a new strategic importance. New political alliances with the states of the Global South are necessary. But if you are looking for support there, you must understand their motives and interests. In the Global South, multipolarity, i.e. an order in which by no means only the USA and Europe, but also China, India, South Africa or Brazil and in some places even Russia play an important role, is a positive future scenario. Because it promises autonomy to many countries by opening up decision-making spaces where none were before. In the Global South, international politics is therefore seen quite differently than in the West, where you perceive the farewell to the old power order as "confusing" and thus potentially threatening. This opens up opportunities where many previously see risks. Because Europe's fundamental interests in economics, politics and ecology overlap with those of many states of the Global South.

    Mehr noch, die "westlichen Doppelstandards" werden von Ländern des Globalen Südens (GS) kritisiert.

    Die beiden Autoren Plagemann/Maihack, die mehrere Jahre in den Ländern des Globalen Südens gelebt und gearbeitet haben (siehe Seite 22-26), legen uns eine neue Sichtweise auf die internationale Politik nahe.

    Spätestens nach der Lektüre des Buches wird einem bewusst, dass die alten Begriffe "Entwicklungsländer, 3. Welt, Nord-Süd-Konflikt" überholt sind und künftig vom "Globalen Süden" zu sprechen ist. Während unser jüngeres Geschichtsbild von den Epochenjahren 1945 und 1989/90 geprägt ist, spielen diese Umbrüche für die Länder des Globalen Südens kaum eine Rolle. Für sie ist der Prozess der Dekolonialisierung wichtiger, der aber auch eine Phase neuer Abhängigkeiten einleitete.
    Literatur und Theorie des Postkolonalismus prägen dieses neue, andere Geschichtsbild.

    Unter dem Titel "Freie Partnerwahl" wird im zweiten Kapitel beschrieben, dass Länder des Globalen Südens inzwischen mit dem "chinesischen Erfolgsmodell" eine Alternative haben, um Infrastrukturprojekte zu finanzieren und durchzuführen. Zwar gibt es durchaus eine kritische Sicht auf die mangelnde politische Freiheit des chinesischen Systems, aber die neuen Handlungsoptionen werden pragmatisch, nicht ideologisch, gesehen und wahrgenommen.

    Westliche Interventionen wie in Libyen oder die Sanktionen gegen Russland werden kritisch gesehen,
    da die Auswirkungen auf Migration bzw. Energie- und Ernährungslage in den Ländern des GS zu wenig berücksichtigt werden, wie dies auch bei Corona- und Klimapolitik der Fall war bzw. ist. Der Westen ist für manche Krise verantwortlich, unter denen die Länder des GS verstärkt zu leiden haben. Die Partnerschaft mit dem Westen wird zunehmend kritischer gesehen.

    Die Länder des Globalen Südens wollen mehr demokratische Mitbestimmung in internat. Organisationen, eine Reform der UN. Aber selbst die Aktivitäten der sog. BRICS-Staaten werden kritisch gesehen, da diese die Interessen der "kleinen Ländern" kaum im Blick haben.
    Die Fragmentierung der internat. Ordnung zwingt die deutsche Außenpolitik, sich auf die Multipolarität einzustellen und sollte vor allem die Interessen des Globalen Südens stärker berücksichtigen und einbinden, so die Autoren.

    Fazit: Am stärksten hat mir das erste Kapitel klar gemacht, dass unsere "westliche Sichtweise" von den Ländern des Globalen Südens zunehmend abgelehnt wird. "Wir sind nicht alle".
