All these years later, I am sorry to say that a similar problem exists with the new Samsung P2450H 24" monitor that I have just bought. I like a dimly lit screen, so the first thing I do is to turn the brightness down. On this model, as soon as I turn the brightness down past 30%, the screen begins to make a humming noise. The lower the brightness, the louder the hum. It's annoying for me, as I work in a very quiet room (not an office), so the noise is very noticeable, so much so that I shall be selling this monitor very soon. (There's nothing else wrong with it.)
It appears that Samsung have not resolved whatever problem persists with their monitors. In the interim I have had two Iiyama monitors, which have not had any problems with noise.
Sorry, Samsung, I cannot live with this. People who like a very bright screen will not be affected, of course, but I still think that this is a serious design flaw.
Otherwise, the monitor is ok, although it did not "remember" which inputs were in use (2 out of the 3), so you still have to manually select the other input even when one of them is removed (I use a KVM switch).
I am returning this to Amazon for a refund.
Comes with a European plug, converter plugs are available but make sure you buy one with a 13amp fuse and not the smaller "shaver" plugs that only come with 1amp - the included european cable says 16amp, which is compatable with the right converter plug.
DVI-I - Im not sure of the difference between DVI-I and DVI-D but the monitor supports the former cable and so does my graphics card - check first. Also has the regular analogue monitor cable, an HDMI port and a regular audio out port for speakers or headphhones, though if your thinking of buying a longer analogue monitor cable be aware that the signal will degrade and probably cause banding on the screen so stick to the shorter ones.
In the box, Monitor, Euro power cable, stand, analogue monitor cable, DVI cable, instructions, warranty and cd.
WOrked as soon as I plugged it in, which is always a good sign, very fast delivery, well packaged, I would say that the stand looks flimsy but I bought a mounting arm along with it so I wouldn't know for sure - If your going for one this monitor is "VESA" compliant so look for an arm that supports that and it'll fit - the one i got off amazon is below and has swivel, angle and 45 degree tilt function:

Gorgeous. from the rose tint to glass edge it looks the bees knees. even the touch controls look good.
The image is nice and sharp but the viewing angle is limited, I use it at an office desk and can see a noticeable colour shift at the edges which disappear when I move my head to the side.
As the supplied software will not work on my OS of choice I used this site. [...]
To calibrate the screen, Tricky with touch controls but only has to be done once and as it done with the screen I don't have to do it again when I install/upgrade another distro.
Peripherals.
The stand looks a bit flimsy but as I have mine wall mounted it doesn't matter.
The supplied leads DVI and VGA Are OK but cheap and a bit short. I bought a 2 meter DVI lead and the quality was miles better.
It also came with UK and European power leads.
Multimedia.
Watching TV and movies is excellent no blur/lag and colour is good, No colour bleed at a distance.
Games are good (open arena, penumbra, tremulous etc).
For the money it's an excellent buy. Would have been 5 stars but for the slight colour change at an angle.
Edit.
Screen developed a fault one day after purchase date but 2 days before it was delivered.
It seems Amazons warranty is from day of purchase so had to contact Samsung number they supplied.
Once through the call 1 for **** 2 for*** .I talked to an advisor and gave a link to a picture of the screen they agreed to a replacement by courier within a couple of days.
Thank you Samsung.
link to image of fault.
