the author describes how she keeps a pair of female rats in a 10 gallon tank.
but to bear in mind that they are out of the cage for an hour a day.
now aside from the fact that tanks lack adequate ventilation to be suitable for rats, a ten gallon tank isn't even large enough to keep a hamster in. let alone a pair of rats.
the MINIMUM size for a rat cage is four cubic feet, and should be a multi level barred cage.
and an hour is, rather than being a fantastic day out and adequate recompense for crowded living conditions, is the amount of time rats should be spending out of the cage daily. even with the greatest cage in the world.
so I would definitely avoid this.
