They argue persuasively that the label is highly politicized and that in the United States it is used by the government, journalists, and academics to brand as evil those nations and political movements that in one way or another interfere with the imperial interests of U.S. capitalism.     The most interesting aspect of this book is that first the Ottoman Empire, then the Young Turks, and finally Mustapha Kemal once they had decided that their desired policy was to exterminate or drive out all their Christian subjects pursued this aim with zeal and unnecessary cruelty and sadism. It is an interesting example of how ordinary Turks, most of whom would not normally have even dreamed of committing such bestial savageries, lent themselves en masse to murder, torture and rape simply because their leaders said it was alright, indeed even patriotic, to do it. Obviously there are lessons there for all humans, not just the Turks.

    The term "Genocide" has been used and abused since the end of the Second World War to justify foreign policies of the West and their allies. This book clearly illustrates the link between Western foreign policy and the media's fixation on genocide to justify Western atrocities by emphasizing the atrocities of other "enemy nations". However, this book contradicts itself. While rightfully claiming the term "Genocide" abused, the authors themselves use and abuse the term. While denouncing Srebrenica and Rwanda as genocides, they then absurdly go on to claim the economic sanctions on Iraq throughout the 1990s and the Vietnam war constituted genocide (despite Srebrenica and Rwanda being classed as acts of genocide by the UN).

    The book itself is effective in describing the political implications of the use of the word "Genocide". On the other hand the authors' own accusations of genocide is the biggest drawback of this book and almost makes it as if they' were arguing against themselves.

    In 90s I was just a boy growing on Balkan and thought that people of USA, UK and other traditional Serbian allies were manipulated by Croatian, Bosnian and later Kosovo Albanian propaganda and was angry. I thought they didn't know what was really happening and that Serbian enemies won media war while loosing the one on the field.

    With help of this book also I today believe have a clue what have happened and I am not angry anymore but disappointed that Clinton administration can consider themselves being part of "civilized and democratic world".

    This book makes crystal clear to the reader that the term "genocide' is used as a political weapon against so-called enemies of the West. War crimes or crimes against humanity committed by groups/states targeted by Washington are likely to be prosecuted as genocide whereas similar crimes by friends are overlooked. The International Tribunals for Yugoslavia and Rwanda are one example of the selective prosecution of massacres during civil wars. Herman's reporting on Rwanda has been attacked by several academics and above all the Rwandan President Paul Kagame. His stance on the Rwandan history of 1994 was a pretty lonely one. Now recently, even the BBC aired a documentary that supports Herman's findings on the Rwandan issue. ( Another important study is Robin Philpot's book, Rwanda and the New Scramble for Africa) I recommend everyone buy this book for family and friends so when they hear our media tell partial truths, they can turn to The Politics of Genocide to check the facts.

    I'm not sure what I was expecting when I purchased this book. I am familiar with Chomsky and Herman's work on the Propaganda Model (Manufacturing Consent), with Chomsky's work on the state of liberal academics (Objectivity and Liberal Scholarship), and I've read much the same material cited in this book (particularly the books of Sam Powers, Philip Gourevitch, Alex de Waal). Somehow, though, I hadn't ever pieced it together the way Herman and Peterson do.

    Herman and Peterson make the point that the terms genocide, massacre, and ethnic cleansing are applied with zeal towards official US or European enemies, and that they are almost entirely absent in descriptions of genocides, cleansings, and massacres carried out by the US or it's favored states. Parallel to this are the mainstream scholars in Genocide Studies and in various human rights organizations, who tend to accept the prevailing standards of what constitutes genocide (or not) uncritically, or outright collude in the propagation of such biased standards.

    I've been wondering for some time whether to subscribe to Monthly Review magazine, which comes with a discount on books they publish. This book has definitely convinced me to do so.

    Alors que le propos de départ aurait pu être intéressant (comment les génocides et les crimes de guerre sont perçus selon que les grandes puissances y prennent part ou non) l'ouvrage est totalement contre-productif: dans sa volonté d'impliquer les Etats-Unis dans tout et tout le temps, les auteurs inversent honteusement la réalité. Le génocide du Darfour n'en serait pas vraiment un (si la qualification prête à débat, une définition large de "génocide" est entièrement justifiée, cf. les articles d'Alex de Waal ou l'ouvrage de Prunier sur le sujet); en lisant le livre, Paul Kagame deviendrait presque l'unique coupable du génocide rwandais (certes ce n'est pas un enfant de chœur, comme l'ont montré des rapports internationaux sur le Congo ou le récent Africa's World War du même Prunier), mais de là à dire qu'il n'y avait aucune intention ni plan d'exterminer les Tutsis, là on marche sur la tête.
    Un ouvrage à éviter absolument, ce qui est d'autant plus triste qu'un des auteurs (Herman) est le co-auteur avec Noam Chomsky du très bon Manufacturing Consent.

    被害者と加害者を摺り変える、と云うのは推理小説のプロットの様に聞こえるが、西側大手メディアによる国際情勢についての日々報道は、無数のこの種のトリックに溢れている。注意深い観察者であればそうした心理操作が行われていることに気付くのは容易だが、トリックの手口は日々進歩し、巧妙になり、より大規模に、より徹底して来ているので、騙されずにいるには常に懐疑的精神を持って報道に接しなければならない。嘘に騙されないようにする為の最も確実な方法のひとつは、過去の手口を学ぶことだ。本書は戦争報道に於ける西側大手メディアの偏向や嘘の実態を分析した名著『マニュファクチャリング・コンセント』の共著者であるエドワード・ハーマン氏が、デヴィッド・ピーターソン氏と共に、「ジェノサイド」と云うキーワードに焦点を当て、それらに関する報道がどれだけ偏って嘘だらけであるか、米国の帝国主義的な覇権的外交政策に沿ったダブルスタンダードが常態化している現状を分析したもので、重要な嘘の先例の数々を学ぶことが出来る。

    　このダブルスタンダードは単に「標的となる国のジェノサイドは非難するが、自分達が犯したジェノサイドは無視したり過小評価したり、或いは寧ろ良いことであるかの様に主張する」と云うだけの話ではない。標的となる国が犯したとされるジェノサイドは、屢々介入を正当化する為にでっち上げられた、全くの虚偽であることが多いのだ。本書で取り上げられているのは、スリランカ、イラク、ルワンダとウガンダ、イスラエル、クロアチア、インドネシアと東ティモール、アフガニスタン、トルコとイラクのクルド人、エルサルバドルとグアテマラ、ボスニア・ヘルツェゴビナ、コソボ、ダルフール、リビア等の事例だが、米軍やCIAやNATO、或いはその代理勢力が起こした大量殺戮はどれだけ大規模であろうとも「ジェノサイド」と呼ばれることが少なく、問題視されることが少ないばかりか、寧ろ危機に対する正当で無理からぬ対応だった、と擁護され正当化されることが多い。対して、米国の外交政策に沿わぬと判断された国で起こった「ジェノサイド」はメディアで盛んに喧伝されるが、それらは屢々現実の証拠を無視したり、疑わしい証拠や主張に基付いていたり、全体の文脈を無視して切り取られて偏ったイメージを纏わされたものだ。そしてそれによって「断固たる対応が必要だ！」と云う国際世論が掻き立てられる訳だが、「人道的介入」や「保護する責任」等の欺瞞的な美辞麗句の下で行われるのは、純然たる帝国主義的な蛮行だ。偽のジェノサイドを止めると云う口実によって本物のジェノサイドが行われることは珍しくない。「治療が病気よりも悪い」のは、国際政治の舞台ではよく有ることなのだ。

    　『マニュファクチャリング・コンセント』は冷戦期の戦争に焦点を当て、西側大手メディアが基本的にアメリカ帝国秩序の忠実な遂行者であって、現代社会が抱える問題の一部ではあっても問題を指摘する側ではないと云う現実を剔抉して見せた訳だが、本書は冷戦後もその構造が温存されているばかりか、共産圏ブロックの消失によるアメリカ帝国の一極覇権構造の中で寧ろ悪化していると云う現状を浮き彫りにしている。

    　私がこのレビューを書いているのは2022年の10月だが、この時点で一番ホットな話題であるウクライナ紛争についてもこの問題は完全に当て嵌まる。『マニュファクチャリング・コンセント』の中身を21世紀の現実に合わせてアップデートした本を書いたアラン・マクラウド氏が独立メディア『ミントプレス』で3月2日に発表した記事の中で、2022/02/21～27の1週間での米国の主要なメディア5社の報道を分析しているのだが、ロシアのウクライナ攻撃報道は合計で1,298件に達するのに対して、サウジアラビアのイエメン攻撃は0件、米軍のソマリア攻撃は1件、イスラエルのシリア攻撃は2件に過ぎない。被害の面から言えば何れもウクライナよりも遙かに大規模な本物のジェノサイドが進行している件なのだが、どれも「我々」の側による犯行である為、当然ながらメディアは積極的に取り上げようとせず、それ故に世論の関心は低い。他にも例えば、米国が支援するテロ組織であるティグレ解放戦線によるテロ、マリから追い出されたフランス軍が残した集団墓地、シリアでの米軍による石油や天然資源の強奪、「自然保護」の名目で暴力的に土地から追い出される世界各地の先住民達、米国が世界数十カ国に対して課している違法で非人道的な制裁や資産強奪等について、一体どれだけの西側市民が関心を払っているだろう？　これらの被害者は元々気に掛ける必要の無い「価値無き被害者」であり、不可視化された「非人間」「人間以下の人間」の領域に属する人々なのだ。アフガニスタンなど、米国の制裁と資産強奪により100万人もの子供達が飢えて死に掛けているのに、日々報じられるのは、比較的富裕な家庭の一部の子女が学校に通わせて貰えないことばかり。この現状でアフガンの女性の権利について抗議することは、結果的に「タリバンはケシカラン！制裁を強化せよ！」と云う「合意の捏造」に繋がるのだから、或る意味では報じられないよりも悪い。状況の全体像を把握しない儘の義憤は助けにはならないどころか、更に悲惨な事態を呼び込むことになる可能性が有るのだ。

    　ロシアのウクライナ攻撃は頭ごなしに「侵略」と呼ばれている。戦争は2022/02/242に始まった訳ではなく、2014年に米国が起こした違法なクーデター以降8年もの間、ロシア人に対する民族浄化（ジェノサイド）が略休み無く行われて来たことも、話を2022年だけに限っても2月16日からドンバスに対する砲撃が激化したことも、2月19日にウクライナのゼレンスキー大統領が核開発を仄めかし、従って1962年のトルコ=キューバ危機を遙かに超える核戦争の瀬戸際に全人類が追い込まれようとしていたことも、綺麗さっぱり省略されている。「ロシアが特別軍事作戦を開始したお陰でやっと長い戦争が終わった」と喜ぶドンバスの人々の姿は当然一切報道されない。現状を理解する為に決定的に重要な諸事実を全く報じないことと、事実を捻じ曲げることによる知覚管理は、少なくとも西側では大成功を収めており、大多数の者はプーチンは狂った独裁者であり侵略者であると信じて疑っていない。30年越しの「ウクライナを代理勢力として利用したNATO／アメリカ帝国によるロシア侵略」は、ものの見事に、突発的で理解不能な「ロシアによるウクライナ侵略」に摺り替えられた。西側が支援するナチスによる本物のジェノサイドは黙殺され、偽物のジェノサイドに取って代わられたのだ。

    　一旦「侵略者vs抵抗者」と云う図式が定まってしまうと、嘘を続けるのは容易になる。最初に嘘の構図を受け入れてしまった人々は、「ロシア軍が自分達が管理する原発を攻撃した」だの、「ロシア軍がブチャで人々に人道支援物資を与えた後でその相手を殺害した」だの、「ロシア軍が西側が『親ロシア派』と呼ぶ人々が多数派を占め、8年間キエフから迫害を受けて来たクラマトルスクに、ウクライナ軍しか使っていない種類のミサイルを打ち込んだ」だの、「西側の対ロシア制裁によって引き起こされた（と云うより悪化しただけの）経済危機とエネルギー危機の責任はロシアに在る」だの、「ロシアが自らの重要な経済的・政治的資産であるパイプラインを破壊した」だの、少し頭を使って合理的に考えれば全く意味不明の戦争プロパガンダを、次から次へと鵜呑みにする様になる。それらは当然辻褄が合わないので、そこで発生する認知的不協和を埋める為に、益々「プーチンは理解不能のモンスターである」と云うイメージが膨らむことになる。心理的悪循環を利用した実に巧妙な心理操作だ。

    　ここで言及しておかねばならないのは、『マニュファクチャリング・コンセント』の共著者だったノーム・チョムスキー教授の反応だろう。彼はこの戦争がロシアではなくNATOが原因を作ったものであると云う背景事情は踏まえながらも、一から十までフェイクニュースだらけの様な西側大手メディア報道を「概ね信用出来る」ものと評しているのだ。これには代替メディアで情報収集を行なっている層の多くが驚いたり呆れたりしたものだが、この件を含めて、気候変動詐欺やCOVID-19パンデミック詐欺についても、彼は正に彼自身が批判して来た、「合意の捏造」を支える体制側知識人としか思えない様な発言を連発している。これをどう解釈するかは微妙なところだが、彼は元々JFKの暗殺や9.11等、CIAが「陰謀論」と云うレッテルを使って異論を封じ込めようとしている諸々の事件については「真相などどうでも良い。大事なのは（陰謀の機能よりも）構造だ」と云う態度を取って来ている。つまり「全体像（big picture）」だけが問題なのだ」と云う、細部を無視する立場であり、これはフェイクニュースの問題に真剣に取り組んで来なかったとも言えるだろう。この点が今回は否定的に働いているとも考えられる。「メディアを支配しているのは腐敗した権力者達である」と云うことを彼自身が認めているにも関わらず、何故か「そこまであからさまな嘘を吐く筈が無い」と云う心理的なブレーキを働かせていると云うのは不可解なことではあるが、その辺が彼の反体制派知識人としての限界なのかも知れない。

    　だがウクライナ紛争は正にフェイクニュースの塊だ。これを「陰謀論だ」などと却下して現実を否認するのは馬鹿げている。報道は最早戦争と区別出来ない。西側大手メディアは既に何年も前から完全に大政翼賛化して報道の自由など略無くなっているのだが、これらは戦争「について」伝えている訳ではなく、報道自体が戦争遂行の一部なのだ。報道とは視聴者や読者を狙った心理攻撃であり、この紛争に於て最も活発に使用されている兵器は銃でもミサイルでも戦車でもなく、情報だ。多くの極めて洞察力に富むアナリスト達がこのことを指摘している。NATOは2020年に陸海空+宇宙+サイバースベースに次ぐ第6の戦場として「人間の心」を挙げ、「認知戦」の概念を正式に提唱しているのだが、フランスのジャーナリストのティエリー・メイサン氏は、ウクライナでの戦争でこの技術が最初に適用されたと主張している。元スイスの諜報官ジャック・ボー氏は「ウクライナ側では、戦争は政治的・情報的空間で繰り広げられ、ロシア側では、戦争は物理的・作戦行動的空間で繰り広げられます。両者は同じ空間で戦っていません」と指摘している。そして2022年にウクライナで戦争が起こることを予測していたロシアのセルゲイ・グラジエフ氏は、前世紀の戦争とは異なり、現在の戦争は主に人々の意識を支配する為の戦争であり、最重要の前線は情報と認知であり、次が財政と金融で、戦車・ミサイル・飛行機が来るのは漸く3番目に過ぎないと発言している。帝国秩序が嘘の上に成り立っているのは昔からの話だが、その手口はNATOによる数々の侵略行為や、中国を筆頭仮想敵とする新冷戦体制に於て益々彫琢され、予備知識の無い者や、嘘を見破る為に必要なソースへのアクセスを持たない者にとっては、繰り出される大量の嘘はどんどん見破り難くなっている。大手メディアはCIAやMI6と略一体化していると言える状況なので、TVや新聞やそれらに準拠した企業メディアでしか国際情勢を知らない人は、一生騙された儘の可能性が高い。頭の中を完全に支配されてしまったら、戦争に反対なぞ出来る訳が無い。「ウクライナに飛行禁止区域を設定せよ！」と云う扇動にうっかり乗っかってしまった人々は、自分達が第三次世界大戦を開始せよと叫んでいたことに気が付いているだろうか？

    　本書はこの点で踏み込みがやや甘い。まぁ本書は2010年に刊行されたので、当然それ以降の展開は分析の対象になってはいないのだが、その意味では現在の状況を理解する手助けとしては限界が有る。シリアで暗躍したアル=カイダのフェイクニュース拡散部隊ホワイト・ヘルメットや関連諸組織、ウイグル・ジェノサイドを捏造する為の「証言者」組織（世界ウイグル会議）等が代表的なものだが、フェイクニュースは最早西側のハイブリッド戦争に於けるソフトパワー兵器として確立されている。新たなコミュニケーションの可能性を拓いたインターネットやソーシャルメディアは人々の解放のツールとしても役立ち得るが、支配とコントロールのツールとしても大いに活用されている。世界の何処かで「民主化運動」が西側大手メディアによって報じられたら、真っ先にそれは仕組まれたカラー革命ではないかと疑う必要が有る（少なくとも肯定的に報じられるものは殆どがそうだ。本物の草の根運動は黙殺されるのが普通だ）。そしてどうやらこの儘行くと人類史上最悪のジェノサイド（と呼ぶべきかどうかには議論の余地が有るが）になりそうな遺伝子ワクチンの接種………これについては、最早何を言うべきだろう？　人々の命を守る為と称して、人々は文字通り全世界で、大挙してロシアンルーレットの列に並んでいる。ここまで奇怪で歪な大量殺戮時代を、一体誰が想像出来ただろう（少なくとも私は出来なかった）………？
    　
    　そう云う訳で、本書にはそれなりに限界が有る。だが本書で触れられている様な数々の嘘について、西側市民の殆どは真相を全く理解していない。今ウクライナで起こっていることは、多くの点について例えば1990年代でユーゴスラヴィアで起こったことと類似性が有るが、巨大な嘘によって作られた「ユーゴ紛争」についても、西側では今だにNATOによる爆撃を支持する声が自称左派やリベラルからも聞こえる。前例から教訓を得ることが全く出来ていないのだ。だが当事者達にとってはこの嘘はTVのチャンネルを切り替えれば消し去れる様な問題ではなく、今尚自分達の日々の生活を脅かす脅威に他ならない。セルビアではNATOの脅迫に屈してロシアに敵対的な姿勢を取る弱腰の政府に対して人々の不満が巻き起こり、ロシアとの連帯を求めるデモが起こっている。今まで散々西側／西洋の植民地主義／新植民地主義／帝国主義によって辛酸を嘗めさせられていた国々の多くが、今や公然とアメリカ帝国の一極覇権主義に対してNOを突き付けている。西側大手メディアは「俺達こそが／だけが国際社会なのだ」とイキがっているが、約200もの国々から成る本物の国際社会から見れば、これら「ナチを支援する／ナチにNOと言わない」西側自由民主主義陣営なるものは圧倒的少数派でしかない。今まではこれらの数々の戦争プロパガンダに騙された儘でも西側市民は普通に生活出来ていたかも知れないが、それも最早限界だ。この無法で非人道的な帝国主義秩序に対する世界中の人々の怒りは臨界点に達しようとしているのだ。本気でこれからの国際情勢を理解しようと思ったら、本書に書かれている様な知識は必須となる。
