Decent wind break/stopper for the long down hill sections keeps the bite away and I live in Scotland it gets cold on those downhill sections believe me. It’s Not a rain jacket. Trucks neatly away in any back pocket while on the ride without feeling like you have a stone in your lower back. And tucks away even smaller when you put in the attached storage pocket.
My one complaint? It does NOT have pockets.
If you want it for a racing style over-jacket (which I am assuming it's designed for) then your usual size will probably be okay over a thin layer or two.
I gave it to my partner who is usually M, it looks fine on her.
No complaints about the price, I believe it is wind proof but cannot vouch for how water proof it would be in a good downpour.
If you want it to wear over everyday clothes I would buy two sizes bigger, but your mileage may vary.
