Like early Public Enemy, Phi-Life Cypher are as much about sociological issues as they are about hip-hop; their lyrical content is as important and powerful as the raw beats and dark, urban sounds that back them. Millennium Metaphors is, in the oldest rap tradition, an uncompromising account of society's shortcomings, with some reasonable suggestions as to how they should be dealt with. It is the sound of the streets--though, in this case, the streets of Luton. Signed to DJ Vadim's Jazz Fudge label, the group (MCs Si Phili and Life, together with producer Nappa) matches the Wu-Tang's ability to menace with hard-edged hypnotic loops and cinematic backdrops, and their lyrical dexterity--running through the alphabet, firing of their political and musical manifesto without pausing for breath on "A.B.C."--is above and beyond anything heard state-side in years. (Just because they're UK hip-hop, doesn't mean they're second rate hip-hop.) The Phi-Life selling point is that their pounding rhymes, far from aping US ghetto life, attack the National Health Service, Tony Blair and transport cutbacks, along with politician's excessive lifestyles. It may not be as glamorous as guns and gangs, but it's real, relevant and all the more powerful. --Dan Gennoe
