"emperors ... stayed for a time in cities which were better placed: Antioch in Syria, Constantinople on the Bosphorus, Sirmium (Zagreb) on the Danube ..."
This line indicates that the author lacks a rudimentary knowledge on the geography of her subject matter.
She has successfully gathering three mistakes in a single phrase, given that:
1. Sirmium is not located at Zagreb.
2. Sirmium is not located on the Danube.
3. Zagreb is not located the Danube.
Of course it is also an error to list Constantinople among cities in which emperors merely "stayed for a time", but, given the above manifestation of plain geographical ignorance, such finer distinctions would evidently be a lot to ask for.
