Classic comedy starring Shirley Temple. Penny Hale (Temple) is excited to return from boarding school to live with her widower dad (Charles Farrell), but when she learns that he's lost his real estate project, and they now live in a basement, she sets out to win over a crotchety real estate developer - whom she mistakenly believes is 'Uncle Sam'.

Penny meets a boy called Milton who takes a liking to her after she saves him from a mob of rough necks. He is the nephew of very rich, but grumpy Samuel Henshaw (Claude Gillingwater). Penny thinks that Samuel is the same "Uncle Sam" as she saw in the newspaper and starts to think of ways to help him earn money.
The only problem is that the nosey hotel manager doesn't approve of this idea and when he suspects that the hotel staff (who are helping Penny to raise money with a show) are up to no good, he rings the police!
We find out if Penny and the staff are going to prison and if Penny's Dad ever will get their penthouse back.
