Firstly, pool heaters work very differently to say, an electric shower or an instantaneous water heater. The water is fed back into the pool about .5c warmer than when it when it entered the heater. If you put your hand over the external flow from the heater I'll bet you can't detect any 'warming'. It will take a good few hours of incremental warming to raise the overall pool temperature.
Secondly, if you think about it 3kw is not that much. My 12' pool holds about 5,200 litres of water. Truly, that's a lot of water to heat. And of course, as you are heating it, the pool will be losing heat! Over and above a certain temperature that heat loss can almost equal the heat you are creating through the heater.
I can well imagine that on a good warm day, in the right wind conditions and with a good pool cover, this heater would do nicely. But....and it's a BIG BUT.... Such days on our windswept rock in the North Atlantic are few and far between. So expect about a 1c improvement after 2-3 hours heat on an average day.
I would still give it four stars, because it does work. Just don't expect miracles.
So, if like me, you didn't pay attention when the physics teacher was banging on about Fourier's Law for heat conduction, you will have purchased one of these pool heaters and paid an expensive price for sleeping through physics lessons!

We have an 18ft round pool that is 4ft deep and holds approx 20,000 litres of water. This little 3kw heater raised the temperature around 2degrees C per day with the help of a solar cover. When we switched the heater off the water temp dropped by approx 1 degree C per day. So basically, once youve hit the desired temperature you can switch the heater off and switch it on for approx 3days per week to keep your water between 25 & 30deg C.
Not only is this a great little heater but its also the cheapest of its kind on the market. It says in the product description that its for pools up to 15ft diameter but as ive said, ours is 18ft and it does a fantastic job. I have no hesitation in recommending this heater. 5 starts all round - Brilliant!!
