About the Author

<strong>Antonio Donini</strong> is Visiting Senior Fellow at the Watson Institute for International Studies. From 1999 to the summer of 2002 he was the director of United Nations Office for the Coordination of Humanitarian Assistance to Afghanistan and Deputy UN Humanitarian Coordinator.
