The light is designed to be permanently attached to a reflector mount or the back of a pannier rack. See my photos of the mounting screws. There are no other mounting clamps supplied.
It takes a firm twist with a coin to separate the front and back casing, however I think it would be a wise anti-vandal precaution to put a tie-wrap around the two halves.
I think the combination with a reflector provides a solution where a seat-post mounted light would be obscured by panniers, suitcase or cycle lock; it allows you to replace the standard reflector with this combination product, provided you have a rack with appropriate mounting holes.
Only negative issue: according to the description this lamp requires two AAA batteries, which I supplied but it seems the battery holder was designed to hold AA batteries! They work well, but as soon as I cycle over a pothole (and unfortunately there are a lot of these around here...) the batteries will come off their holders and the light will go out (not a very good thing when you're riding at night...). I will still try to put AA batteries in there and see if the problem goes away, but I'm pretty sure it says on the box that the lamp requires AAA batteries, not AA!...
While the fixing points on the back are indeed suited to panniers I found that the position of them meant I could not install it as intended because the mudguard got in the way. In the end I had to mount it upside down so that it would fit. This is fine I guess, it just bothers me in all sorts of OCD-related ways.
The light itself is fine and bright enough, if not the brightest rear light I've ever used. The button is slightly squishy - presumably for weatherproofing - and seems reliable enough after a few uses.
Overall a decent light and functional, just not the one I really wanted :)
Overall it's a nice light.

i end up using wide sellotape from a pound shop
