waste of time purchasing this and the expansion pack. The serial number on Simcity4 deluxe on the back of the manual is no longer valid. You now have to activate it by making an account with either Origin or EA games. The live chat EA advisory told me all older game serial numbers are no longer valid and have to be activated at a log in screen, if you have no account, then you cant activate game. So both being returned, I will not be bullied into DRM. This is a stand alone sealed game, you should not need an account other than the serial number to activate it, to say Im fuming this morning is an understatement...:(
***Update*** well spent another 1 hour with EA games, who still told me the serial number was valid. But it wont install from the disc, so had to bite my tongue and activate the actual serial number on an origin site. Then had to install 74megs for a client for 1 game, Then I could see my game I clicked on that, signed life away with 3 TOS agreements, then was told I could download it now??? yeah thats right, although the hard copy disc 1 is in the drive, thats not used to install game, has to be downloaded via client. The client does not put icons on the desktop, you can only access your games when you open the client and sign in !! took 10 mins to download and another 10 mins or so to install game. Then installed "Rush Hour", the serial number worked ok on that, that installed from the disc, and then all was done. But the two box set discs are quite useless, you cant play the game with them, only through origins client. Just getting into it,seems quite detailed and more going on than my old 3000 issue , so far no crashes on win7 64bit. have to see how it goes. upped the stars as only fair, but far to complicated, for a beginner to computers it would be a nightmare, hence 4 for fun 3 for terrible installation procedure.

The first release of Simcity 4 was unfinished and quite buggy. In particular the mass transit was almost unusable. The Rush Hour expansion (included in the Deluxe pack) fixed this, along with adding a number of new features. One of those features, the U-Drive-It mode that allows you to drive vehicles around your city is itself unfinished and buggy, but for me this mode is not a vital part of the game anyway.
The simulation is more detailed than the previous versions and this also makes it more difficult, particularly so in comparison to Simcity 3000, which was very easy. If you play SC4 on medium or hard mode, then you will need to do a certain amount of micro-managing of your public institutions and utilities, in order to balance your budget. However, if you don't want to bother with that, just play on easy mode and you shouldn't run out of money.
Sadly, although Maxis just about got mass-transit working with the Rush Hour update, they never provided stations with sufficient capacity to serve a large city. There are also other shortcomings: There are no buildings or scenery to put on a shoreline; Many building styles are not represented - such as wall-to-wall; Bridges can only cross water, not other roads or scenery; There are no smooth curves, even for rail.
Luckily, where Maxis left off, the modding community stepped in and pretty much everything you could wish for has been created and made available for free download. Many players now even remove all Maxis' original buildings and play entirely with user-created content. With mods installed it is almost a new game, and comfortably better than any other city simulation game before or since.
The game runs best on Windows XP, but it can be made to run stably on Vista, 7 & 8 by adding a few options in the shortcut to select screen resolution and force the use of a single processor.
Overall I thoroughly recommend the game, but make sure you install some of the mods. Start with these:
- higher capacity stations, bus stops, metro, and elevated rail stops.
- a bridge height mod that allows flat and realistic bridges.
- a terrain and sea texture mod.
- the NAM (Network Add-on Mod). This adds various elevated networks, new roads and railways, and an improved traffic simulator.

Bought this for my son and, as others have found, the serial key does not work. I spent an hour with an ea games adviser trying to sort it out but he failed to grasp the problem, despite it being fairly common.
In the end, I went onto origin - my son already had an account- and redeemed the code there. So, the game is now downloading it seems, making the CD itself totally redundant. So, the code does not match the cd. I'm hoping the expansion pack works......

A great game for those people who wish to create a thriving city with happy citizens. Although SimCity5 is now out this older version is still great to play even if the graphics are now a bit dated. You will have to really watch your budget carefully as your city grows as it is really easy to over spend in the early part of city expansion. Plenty of play tips on line to get you up to speed on how to play the game without going bankrupt. With all the issues with SimCity5 at the moment I would recommend playing this older version first and wait til the issues have been sorted before buying the newer version.

I used to play the original SimCity on my Atari ST, so I thought I'd relive that with a more recent version. The game is a lot of fun and I think I'm going to be spending many hours on it. There's a large number of things to keep track off - Health, Education, Crime, Power, Pollution, Traffic... It can be a bit overwhelming at first, but I played through the tutorials and everything seemed to make a lot more sense after that.
I'm running the game on Vista and initially found it crashed quite often. I've installed the latest patch and set it to run in XP mode as Administrator and now it seem OK.
