This book presents an inside account of two pioneering projects in London where Muslim community groups worked in partnership with police to reduce the influence of al-Qaida-inspired terrorism. One project in North London empowered London Muslims to remove Abu Hamza and his violent hard-core supporters from Finsbury Park Mosque while the other project bolstered long-term efforts by London Muslims in Brixton to challenge and reduce the influence of al-Qaida inspired violent extremists including Abu Qatada and Abdullah el Faisal. Significantly, both projects pre-date government funded Prevent projects and differ from them in being based on partnership, trust and voluntary civic duty as opposed to payment and control. The two projects serve as exemplars for future community based counter-terrorism projects that recognise the hand of central government can often be counter-productive when countering al-Qaida influence: not least when the UK is waging war in Muslim countries. Flagship Prevent projects and their backers reject this analysis and argue that the work of police in these projects was itself counter-productive by empowering Muslim groups they claim are extremist or radical. The book offers a comprehensive defence to these charges and concludes that success was achieved by channelling genuine and reasonable Muslim grievances about UK foreign policy in the Muslim world in ways that are familiar and acceptable to Londoners and anathema to al-Qaeda.

Robert Lambert is an academic with a police career in counter-terrorism. Post 9/11 he and a colleague were concerned that the war on terror was a counter-productive response to al-Qaeda that alienated Muslims and they established the Muslim Contact Unit that instead worked empathetically and in partnership with London Muslims. For the bulk of his police service (1977-2007) Lambert worked in counter-terrorism. In June 2008 he was awarded an MBE for his police service.

Flawed and redundant

This book clearly originated as a doctoral thesis. Nothing wrong with that, so long as authors recognise that ordinary readers have different requirements to examiners. A rewrite to this effect is evident in places but large chunks of indigestible, turgid 'theory' remain. The prose style of the rewrites is tolerable but the content is repetitious, meandering, reminiscent, idiosyncratic and, above all, self-congratulatory. Lambert has a high opinion of himself and this sometimes results in a laughable inflation of his own importance, such as when he berates the government for not taking enough account of him and his wise advice in the formulation of national policy.

Since this book was published Lambert's thesis that relatively moderate Islamist extremists should be cultivated to oppose really extreme extremists has completely unravelled, both operationally and academically. For practical purposes therefore this book is wholly redundant and should rest unopened on a dusty shelf until discovered by the next generation of doctoral scholars

I am probably a little biased as I know the author personally but the view I offer is based on the book itself. I used this publication in support of my Masters dissertation and although I would not describe it as clinically definitive it certainly offers an alternative view from the centre of this subject matter. Speaking as a white Christian I feel that all too often the wider British public are fed reactionary tales of the threat from Islam and much of this is entirely overstated. This book offers a view that in many ways is more of a memoir from a former Police officer and is very informative and interesting. I would certainly recommend it to academics and the general public alike.

Whether you agree or not with Dr. Lambert's argument, it is fair to say, as the common expression holds, that the proof is in the pudding. Dr. Lambert's work shows how cooperation with members of the Muslim community, albeit from a more hardline sect, has and will likely continue to defeat nefarious actors who exploit those in close proximity to religious circles. From weeding out folks like Abu Hamza, to battling the voices of Al Qaeda supporters like Abdullah el-Faisal, Lambert has seen what needs to be done to defeat AQ, and this synthesis of academic and professional experience is a must read to understanding the evolution of the AQ threat.
