No... it's not backward compatible. Later in the year there's supposed to be a streaming service to play ps1 2 & 3 games

No PS3 game discs are not compatible.

Short answer is no you cannot play PS3 games. But rumour has it that Sony are providing a cloud based gaming environment where gamers can play their old games on PS4...

No it's not backward compatible; some newer games can whoever be upgraded to PS4 games via the online shop and some are even free to do so. Some will eventually come out as PS4 games, but 99% will not.
