With the saddle right down, minimum inside leg would need to be around 13".
It's a well made sturdy bike, but it needs putting together when you receive it which my husband was happy to do as he knows how to put bikes together, but if you are unsure or worried about safety then I would maybe recommend buying one assembled from a bike shop. So much better than the wooden balance bikes though, proper saddles, proper tyres and a brake and some cool colours.
Apparently the Adventure Zooom is exactly the same as the Ridgeback Scoot (certainly looks like it is) but is cheaper, especially on Amazon. Cost almost the same here for a new one as someone wanted for a second hand one on ebay!
I though it was a bit lighter though, but this is not a problem for us.
It's a great little bike, light weight, nice touch with the brake as well. Highly recommend.
