will this machine be compatible with skype?

no. There is no way to have skype directly running on this machine at the moment, as far as I know: Microsoft do not provide with the program distribution for ARM architect (which this machine is), neither they open API or allow for web access to Skype service. The only way known to me to have access to Skype is via remote desktop / terminal approach. The simplest is I suppose is to have 'Chrome remote desktop' extension to Chrome, which connects to external computer, with Skype application on it. This approach required an external PC, which is a drawback, but if for some reason you anyway have it, then this works pretty nice.

Yes you can use Skype it has a decent cerami. Built in

I don't believe you can use Skype but you can use Google hangouts

Skype is now integrated in to Outlook.com so yes.
