Bought it to use with my iPad 4. It does NOT charge it. iPad reads "Not Charging".

Works fine on my iPhone 5 - but that is not why I bought it.

It clearly stated that it should work:
"TeckNetŪ iEP517 "iTorch" 5200mAh External Battery Pack and Charger for iPad 4/3/2"...

iPad's need more than 500ma to show 'charging'. If you plug it into a PC (not a Mac, they have high power USB ports) it will say 'not charging' but it is - leave it for a few hours and you will see the bar fill up. Takes a day on my laptop.

Your battery just didn't have enough juice to light up the charge indicator but it would have been trickle charging.
