This review is from: The Tarnished Angels (Masters of Cinema) (Blu-ray) (Blu-ray)
Five stars for the movie, but three because of the video quality. I m a fan of Masters Of Cinema and they have produced great editions of some of my favourite films. But I must be honest the encoding of Tarnished Angels has some serious and annoying issues. The grain in the background in scenes is poorly resolved. I don t known exactly how to describe this phenomenon. But it flattens out, loosing texture and starts to form distinct bands looking highly unnatural and digitized. The image is sharp and the contrast is otherwise great, but this other issue is unforgivable.

Is your HDTV properly adjusted?
Make sure it's in the Movie mode, and all of the noise reduction systems (and Sharpening) are shut off. This sort of video processing can create the issues you describe, it's not encoded on the disc this way.

There are numerous screenshots at this detailed review of the MoC Blu Ray showing that the disc itself is excellent:
Not sure what causes the issues you mention, but it may be player specific, or a setup issue, or could be a defective disc. Have you contacted Eureka to see if it's a known issue?
