"Dangerous Waters" has an above average storyline and interesting characters. I think it's much stronger as a mystery than as a romantic novel. The story opens with the discovery of a murdered diver inside a wrecked ship off the coast of Vancouver Island. The police force sent to the remote coastal community to investigate the crime is headed by a smart and complex woman copper who almost immediately runs into and falls for the berg's sexiest hunk--the discoverer of the murder victim and proprietor of the local dive school. Sparks fly, more killings take place and old crimes become relevant.
Author Toni Anderson has a pulled together a rather original and credibly complicated crime story that holds together to the end. What works less well in "Dangerous Waters" are the interactions between the characters, especially the romantic leads. Lust too often leads to lame dialogue and illogical actions.
I don't read many contemporary romantic novels, but I suspect that this book doesn't cut much new ground in that genre. So read it as a crime/mystery story and enjoy.
