I think perhaps Greg Dyke should take a read of books like this rather than forming a commission of those at the Elite end of the game. Matthew Whitehouse is a obviously someone with good knowledge of many areas of football, including importantly the grass roots of the game, so often ignored but crucial to the development of the game in this country. Whitehouse puts together a good argument and provides a multipoint plan for the way forward. I do feel that some of the chapters are actually quite light, and I think he praises certain clubs for aspects of their academy while overlooking others. He simplifies the way certain clubs - Watford and Wimbledon for example played the game in a manner I would expect of the press but not from a coaching point of view, overlooking the fact they also produced technically excellent players - John Barnes. He does however absolutely nail some of the obvious issues with the English game, so for those who see outside of the hype of Premier League football, it's well worth a read.
