OK. For starters, this was produced for about three pounds plus a handful of old 5p pieces. For the money they did one heck of a lot. Granted, the story is choppy (that's being nice) but it was taken from an old novella, 50,000 Years Until Tomorrow, printed in the late 1940s/ As the story goes, the CIA in the USA saw it as a terrific danger should the public believe this could happen (there was still a lot of "Hitler escaped" rumors running around) and so the story all but disappeared.
Cue 2011-2012 and an Australian producer decides to try to make it into a movie. I again refer you to the budget. It was short of funding, short of time to shoot it, and it is amazing it actually came about. This thing so often starts with good intentions and then disappears about the time the geeks of the world are screaming for it.
So, do not judge it harshly. Please. It is no 2001 A Space Odyssey, nor is it Independence Day. But, thankfully it is no Plan 9 From Outer Space!
