This review is from: Tchaikovsky: Piano Concertos Nos. 1 & 2 (Audio CD)
Barnstorming accounts of both concertos and for once the second is played without cuts - I doubt if there are better versions of either.

D. Barber says:
Sorry, but there's a massive cut in the first movement cadenza - this spoilt the performance for me so much that I didn't listen any further

Strange that none of the enthusiasts who've reviewed it here or any magazine or newspaper reviews have mentioned the cut you refer to. Are you sure?

I've now listened to this recording and agree with you that there is a 20 bar cut towards the end of the 1st mvt. cadenza and a further cut towards the end of the 2nd movement. Pletnev also makes this latter cut but I've never heard anyone make that 1st mvt. cut. As with the First Concerto, Matsuev is cavalier with tempi and dynamics and seems to have the sustaining pedal down an awful lot helping to create the mushy sound. Overall, very disappointing.
