According to the instructions this will not start a flat battery!!!,
This review is from: Black & Decker Simple Start Battery Booster/Car Starter (Automotive)
If you are considering buying one of these, as I did, think twice. You need to know that (I quote from the instructions): "This will not start a flat battery". This fairly crucial information is stated in two places in the instruction booklet - but not on the box. In other words, despite this thing being called "Simple start" and a "car starter", and showing photos of a car being jump-started, it will NOT start your car if you've flatted the battery. This in my mind rules it totally useless for most purposes. Most people will have bought this as in insurance against a flat battery. The TV advert, and the box gives this impression - but don't rely on this piece of kit to do this. To me, this is mis-selling.

Just an update. I (along with several others) complained to the Advertising Standards Authority about the advertising for this device, which as I mention in my other review, implied that it started a flat battery in a matter of minutes. It doesn't do either of these things - and the ASA ruled in our favour. I donkt know why Black and Decker still sell this as it is useless for most people's purposes.
