UoW is a classic Banks Culture novel. Banks makes little or no attempt to explain the sci background to his story, but simply launches in, with believable characters, great action scenes and amusing dialogue. Of all the futures postulated by sci-fi writers, perhaps the most appealing and the most believable is the Culture, a near-perfect, near-anarchic collection of civilisations dedicated to leisure and fun, and run by artificial Minds of staggering complexity and not a little arrogance. But of course the Culture still has to deal with the rest of the Galaxy, whether it is primitive worlds that need coaxing along, or other advanced civilisations that need to be defeated - not always in battle. UoW tells the story of one man who works for that part of the Culture that keeps the galaxy moving in the way the Culture approves of. He himself is of course a weapon, and the UoW title refers to the Culture's use of him as much as his use of rifles, explosives and, ultimately, terror and horror to achieve its/his goals. This is not a novel about some ultimate universe threatening weapon, or some galaxy-shaterring secret, just an excellent, engrossing, well-written story about humans and near-humans in a far future.
