Unless there was another version of this programme I must have missed quite a few epesodes back in the 70 s as I remember this as pure "family" entertainment.

Its probably just an error - I'm fairly sure this was shown originally in the pre-6pm children's TV time during the 70's -
& would be no more than a 12 at most - unless of course it has some sort of anti-ethnic content (which was deemed acceptable at the time) -
in which case such a classification if coming with a specific warning about this on the box is probably justified.

Yep, that'll be it; it's today's PC World gone made on Elf N Safety, where DVD companies choose their own certificates and tell the BBFC that they want family sitcoms to have an 18 rating. You can't even leave a space after punctuation without the liberal elite BBC saying that you've probably offended a Muslim. You couldn't make it up!
Seriously though, folks, the real reason Amazon mark a lot of DVD pre-orders with 18 certificates is because they list them before they are passed by the BBFC. It's easier for them to presume the worst rather than guess PG and get a higher rating, which could lead to customer complaints.
And Mother Makes Five series one has a PG certificate, with the note "Contains mild sex references and innuendo."
