Doesn't know what it is,

This doesn't really work on any level.
It is not funny enough to be a comedy, it is not serious enough to be a drama, and it is not realistic enough to be plausible.
The plot is kicked off by a flasher in the shopping centre car park, which I thought was a promising start, but then the incident is taken far too seriously by everybody, with no irony or schoolboy smirking anywhere to be seen.
Not helped by a poor choice of lead in my opinion - Seth Rogan plays it totally straight whereas the belief-stretching plot needs a Will Ferrell or similar to not quite take itself so seriously. There is nothing to like about the Rogan character - he is a rude, egotistical idiot, so it is almost impossible to feel either sorry or pleased for him, which the script says we should be doing in equal doses. That he got his job in the first place defies belief as he is clearly totally unsuitable. How he gets his girl at the end is baffling, as there has been no chemistry whatsoever up till then.
His dull wannabe-screwball sidekicks would love to be like the ones in Anchorman, but have neither the charisma nor script. The violence would love to be Tarantino, but is neither overblown comic book stuff nor realistic.
(For what it's worth, I thought Anna Faris was excellent, and to an extent, the lead's mother. Liotta is good, but flogging a dead horse)
With a decent lead and a bit more fun, this could have been something
It is not absolutely terrible, but the acid question is would I watch it again? To which the answer is No.
