Looks good, but lacking in substance.,

Strait-Jacket has some good ideas, not least in the outline for the story. The agency for Sorcery, Sorcery Management Bureau, keeps the world under control from those who use too much magic and turn into demons, while preventing their own soldiers from turning. The rogue Steinberg, however, is a bit of a loose cannon but seems to be the only one who can save the world from a mass onslaught of demons.
And so we have a great idea; the balance of power and corruption in a very literal sense. But good ideas are only as good as their execution and Strait-jacket falls over as the plot progresses at a pedestrian pace. It's a shame, as the characters are well thought out and the artwork is beautiful at times. It's worth watching once just for the skilled animation, but you'll tire of the story before it draws to a close.
The English translation doesn't help here, either. The voice actors don't sound too convincing or dramatic enough. I'm sure the film (which is actually a 3 episode series strung together) is improved by watching in its original language, though it won't save the overall story.
So, good idea, badly executed. Worth watching for the art more than the story.
