The first half is a little slow I feel, but then kicks off in earnest, and sprints to the end with a great mix of politics, action, emotion, and of course the technobabble.
I found it to be a vast improvement over Cloak, where Section 31 actually played a major role in this story. It was also good to see Hawk get some development, and kinda makes you wish he'd survived the film :p It does a lot for filling in the gaps between the Enterprise-E being commissioned and First Contact.
All aspects of the plot are dealt with carefully and intertwined nicely. The twists of Section 31s bluffs and double bluffs are never predictable or boring, and the aftermath of the mission and Picard's reaction is quite satisfying.
It was also good to see an expansion to the events of Tapestry, and the subtle nods to DS9, with Vreenak and Koval and hints of the Dominion War. All in all a very worthwhile read.
To me - this book achieves what Insurrection didn't quite manage.
