Don't be fooled by the argument that this film has some sort of social conscience. Tod Browning used real freaks to fascinate and ultimately, to scare people. And it succeeds. The movie itself is a celluloid freak show. It tried to bring the travelling freak show of the time to the masses. It is exploitive and doesn't apologise for this - and that is one of it's strengths. Taken for what it is, a horror film, it's good. It plays on our base instincts to ogle at mis-shappen human beings and be frightened by something we don't understand. Of coarse the ace in the hole is that they're real!
