Top 10 book 2 is a continuation of storylines started in book 1 so it's essential to read that first.
This series is one of the best I've read in years and book 2 is a worthy second installment. The world of Top 10 is the mundane police headquarters of a world where everyone has superpowers, not always particularly helpful ones. This allows every character, including bystanders, to bring a personality to the story, making this one of the most engaging comics I've ever read. Since the main characters aren't defined by the uniqueness of their superpowers, they are distinguished by their personal, human (and not so human) characteristics, including their weaknesses. It makes the story work both as a good superhero fantasy and as a tale of personal relatonships.
The art is great, fairly realistic and detailed to the extreme. Every background or setting includes details to enhance the story world, from grafitti to bystanders, and it's fun to ignore the story and just look at all the jokes and stories-in-waiting hidden in the background.
Like in the first book, the main story is only there to keep the story moving forward. Book 2 is full of side stories, most of which are more interesting than the main plot. That's no criticism - it's a sign of the depth the writers have given the characters.
Without giving the plots away, most of them are fun and clearly lead somewhere. A couple seem to fizzle out and hopefully these will be resolved in future issues.
This is a book you can read a few times and not get bored. Both the stories and the artwork are rich enough that you'll always spot something new.
Highly recommended. Remember, you NEED book 1 if this is going to make any sense.

One of the best comics by one of the best comics writers ever.
If you still read comics, you know Alan Moore. If you don't, you may not be aware that comics today can be as engaging and challenging, and still just plain fun and entertaining, as any other medium.
Get volume One, then get this one. Warmly recommended.

Every bit as good as Vol 1. The characters and situations are gripping and, if you are a long term comics fan, there are so many references and in-jokes for you to enjoy.
