This is a fairly thorough review of the
new features mostly for DBAs but also covering some development features.
The book contains many useful examples for implementing some features and although in some places it is not as in depth as it could be it is pitched at a very good depth for a book - a nice tradeoff between readability and technical content.
As an Oracle trainer who regularly teaches emerging technology courses I have no hesitation in recommending this to the delegates who attend my courses and seminars.

If like me you have been using Oracle for years, one of the problems with each new release is finding out what features have been introduced in a new version. The main features are of course well trumpeted by Oracle's marketing department, but what of all the little tweaks ? The new outer join options for instance. You either have to take an expensive training course or read the latest release of the DBA handbook from cover to cover.
This book addresses the problem by providing a fairly concise introduction to each of the new features plus details of the initialisation parameter and/or the relevant SQL command to implement them. You undoubtedly will need to refer to the Oracle documentation or a comprehensive reference like the "Oracle9I DBA Handbook" from Osborne for further details, but you will at least know which bale of the hay-stack to start looking in.

This book is almost great. In every chapter, the author covers really, really important stuff, and just when he gets to the point where you expect him to explain how to use the feature or include details on the feature, the section ends and begins a new. If you need a good introduction to what is new in 9i, by all means buy this book. If you are familiar with the new features, and need more info about each feature - well, you might have the best luck with Oracle Documentation (as dry as it is). I think the Oracle community is still waiting for a 9i book that is a true masterpiece.
