I believe that this 2:1 transfer may have been created as a compromise for projection in theaters that had opted to install wider screens, and hesitated to show films that were less than 1:85 in aspect ratio. I can't think of any other reason why this would exist. Since the previous master was destroyed in a fire, this may have been the only available option (aside from going back to the original elements, and starting over, which I'm sure would have been too costly).
The framing, using a common top line, does not cut off heads, and only loses some information on the bottom of the frame.
