I eventually got the idea of who was who... lot of characters to take in, but each became distinctive. It does express many of the frustrations encountered by peoples in local politics... and of those who deal with such people.
I do think one or two uses of the 'f' word is enough to set the tone/nature of the one who uses it...
In the end, I was wholly engaged with the story.
