This book is a collation of evidence without insight. It rides on the back of many public inquiries into unsuccessful public spending and weak government administration. The initial 12 chapters regurgitate failures of the past with a marked inability to uncover the core issues or get to a useful level of insight.

Most disappointing is the quality of recommendations and potential answers to the preceding failures. These are poor at best.

Arguably the book is a case study in itself as to the problems with the public sector - written by an MP and journalist who clearly have a mandate to hold public spending to account and yet have no meaningful track record of leading complex, large scale programmes of work in either the public or private sector.
